AMP - Covid-19 Financial Assistance: Energy Assistance Program (EAP) Alameda Municipal Power's (AMP) Energy Assistance Program (EAP) offers eligible residential low-income customers a 25% discount on their monthly energy costs. For more information and how to apply, click here.
  • The low-income discount does not apply to the Utility Users Tax or any other applicable fees or taxes. It is applied only to the energy and customer charges.
  • Customers who receive the low-income discount are not eligible to participate in AMP's EASE Program.
  • Customers who qualify for both the low-income discount and the medical discount should apply for the low-income discount as it provides the most comprehensive benefits. Customers may not receive both discounts.
  • Household eligibility is based on the customer's gross income level and household size. Click here to see the chart to help you determine if you qualify.
  • To demonstrate eligibility, you will need to show proof of income for all adults permanently residing in the household and provide supporting documentation.
AMP- Medical Discount Program To reduce the impact of higher electricity costs resulting from operating critical health maintenance equipment, AMP offers a 10% medical discount (not including state or local taxes). Click here for more information. Requirements:
  • Service address must be the applicant’s year round primary residence.
  • Applicant must be dependent upon a life-support device or a paraplegic, hemiplegic, or be quadriplegic, a multiple sclerosis patient or a scleroderma patient requiring additional space heating or air conditioning.
  • Other medical conditions may be eligible and will be reviewed on an individual basis.
  • Customers who qualify for both the low-income discount and the medical discount should apply for the low-income discount as it provides the most comprehensive benefits. Customers may not receive both discounts.
  • A completed medical application must be submitted with a dated letter from the applicant’s doctor (on the doctor’s letterhead) stating the patient’s name, disability and need for special life-support or health maintenance equipment.

Low Income Home Energy Assistance Program LIHEAP is a federally-funded program to help low-income households pay their energy bills. Assistance is in the form of a direct payment to the utility company on behalf of an eligible applicant. For more information you may visit Spectrum's website here or call (510) 881-0300. Eligibility is based on the household’s total monthly income, which cannot exceed the LIHEAP income guidelines. Federal LIHEAP funds are for households with low incomes and high energy costs, prioritizing households with elderly, disabled persons and/or children under six years old.




Rehabilitation Programs (Homeowners & Rental Property Owners)


The Housing Rehabilitation Programs offer low-interest loans and grants to eligible homeowners in Alameda. Rental property owners, whose units are occupied by 51% or more low income renters, are also eligible for low-interest loans to make repairs and qualified property improvements. This assistance is provided as a no-cost program benefit. Rehabilitation staff has technical skills and experience to help your project progress from need to completion. Rental Rehabilitation Program The Rental Rehabilitation Program provides loans at 2% interest to landlords who rehabilitate rental property in Alameda. The majority (at least 51%) of the households in the structure must be low income, and the majority of the units must be two-bedrooms or larger with rents not in excess of th payment standards. Click here to learn more. Housing Rehabilitation Program The Housing Rehabilitation Program helps low-income Alameda homeowners repair and improve their homes. Low-interest loans can be used to correct substandard and/or health and safety conditions (including lead-based paint hazards), to extend energy conservation, or to repair or replace major systems in danger of failure. Minor Home Repair Program The Minor Home Repair Program provides grants of up to $2,000 for emergency repairs to health, safety and security items, or minor repairs of carpentry, plumbing, heating, and electrical items. This program is available to low-income Alameda homeowners on a first-come, first-served basis. Click here to learn more. Substantial Rehabilitation Program The Substantial Rehabilitation Program provides below market-rate loans to Alameda property owners to create new affordable rental units in vacant or underutilized space in existing structures. Grants of up to $15,000 for preliminary design services are available to help owners determine the feasibility of new unit development before proceeding with the rehabilitation project. In exchange for below market-rate loans, property owners commit to rent the new units to Housing Choice Voucher Program tenants for 15 years. Click here to learn more. Soft Story Structural Assessment Grant The Soft Story Structural Assessment Grant for Rental Units Program provides financial assistance to residential rental property owners to assess their soft story structure without passing the costs through to tenants. At least 51% of the units in the building must be occupied by low- and moderate-income households. Grants of up to $5,000 are available to offset engineering fees required to produce a report acceptable to the Building Department for review. Participation in this Program also provides eligibility for Rental Rehabilitation Loan Program funds to assist in the cost to retrofit the structure, subject to funding availability and eligibility criteria above. AMP Rebate Qualifications


Eligibility for AMP Rebates

  • AMP rebates are only available to AMP account holders
  • Products must be ENERGY STAR certified
  • Products must be NEW and installed at your Alameda residence
  • Application must be fully complete and include an image of the receipt
Terms and Conditions
  • Rebate amount cannot exceed pre-tax purchase price
  • Rebate applications must be submitted within 60 days of the date of purchase
  • Customer is solely responsible for installation of all rebated products to the manufacturer's specifications.
  • Customer agrees that AMP reserves the right to inspect the installation premises of the washing machine for 24 months after the date of application or request additional documentation prior to rebate payment. Rebate may be denied by AMP if this condition is not met by the customer.




BayREN Rebate Qualifications


Eligibility for BayREN Rebates

  • Service only applies to residents with homes build in 2001 or earlier
Terms and Conditions
  • Customers must complete eligible improvements with a BayREN participating contractor in order to receive a rebate (except for electrification appliance measures)
  • Rebates are capped at $5,000 per eligible customer. Customer must not have previously received a rebate for the same product or equipment for more than one energy-efficiency program offering rebates, financing or other rebates funded with PG&E ratepayer dollars within the past three years or O&M measure and eight years for building shell, HVAC, and water heating measures. Customers may not exceed the $5,000 cap over an eight-year period.
  • Individual measure rebates may not exceed the measure cost

$300 - Central Air Conditioning - Tax Credit​​ Eligibility:

  • Most air conditioners recognized as ENERGY STAR Most Efficient meet the requirements for this tax credit
  • To verify tax credit eligibility, ask your HVAC contractor to provide the Manufacturer Certification Statement for the equipment you plan to purchase
Conditions:
  • Split Systems must have a
  • Seasonal Energy Efficiency Ratio (SEER) greater than or equal to 16
  • Energy Efficiency Ratio (EER) greater than or equal to 13
  • Package systems must have
  • Seasonal Energy Efficiency Ratio (SEER) greater than or equal to 14 or an
  • Energy Efficiency Ratio EER greater than or equal to 12

$300 - Air Source Heat Pump -Tax Credit​​ Eligibility:
  • Heat pumps that are ENERGY STAR certified meet the requirements for this tax credit.
  • For Split Systems, the unit must have a:
  • Heating Seasonal Performance Factor (HSPF) greater than or equal to 8.5
  • Energy Efficiency Ratio (EER) greater than or equal to 12.5
  • Seasonal Energy Efficiency Ration (SEER) greater than or equal to 15
  • For Package Systems, the unit must have a
  • Heating Seasonal Performance Factor (HSPF) greater than or equal to 8
  • Energy Efficiency Ratio (EER) greater than or equal to 12

Water Heater Incentives


$1,500 - Heat Pump Water Heater - AMP Eligibility:

  • Customers are eligible for a heat pump water heater rebate once every five years.
Conditions:
  • Must meet all conditions specified by AMP above.
  • Gas water heaters are NOT eligible, this rebate only supports consumers switching from electric water heaters (tankless, etc), to a heat pump water heater.

  • Must be an ENERGY STAR certified heat pump water heater
  • Must have a Uniform Energy Factor (UEF) ≥ 2.2

Laundry Incentives


$150 - Electric Clothes Washer - AMP ​Eligibility:

  • The primary source of heating for your home must be electric
  • This rebate is NOT available to Alamedans with (PG&E) gas service

Property Assessed Clean Energy (PACE) PACE is a means of financing energy efficiency upgrades or renewable energy installations for buildings through an assessment that is added to the tax bill of the property. In Alameda, PACE can finance solar projects, getting new heating or cooling, replacing windows, doors, and roofs, getting new landscaping, and more. $500 - Insulation - Tax Credit Eligibility:
  • Typical bulk insulation products can qualify, such as batts, rolls, blow-in fibers, rigid boards, expanding spray, and pour-in-place.
  • Products that air seal (reduce air leaks) can also qualify, as long as they come with a Manufacturer's Certification Statement, including:
  • Weather-stripping
  • Spray foam in a can, designed to air seal
  • Caulk designed to air seal
  • House wrap
Conditions:
  • Tax Credit Amount: 10% of the cost, up to $500 (NOT INCLUDING INSTALLATION)

​​ $500 - Roofing - Tax Credit Conditions:
  • This tax credit is for "Metal roofs with appropriate pigmented coatings" and "asphalt roofs with appropriate cooling granules" that meet ENERGY STAR requirements.
  • Tax Credit Amount: 10% of the cost, up to $500 (NOT INCLUDING INSTALLATION)

  • Tax Credit Amount: 10% of the cost, up to $500, but windows are capped at $200. (NOT INCLUDING INSTALLATION)
